Norgespris or spot price in 2027? How to choose before January

What happens to Norgespris at new year?

Today's Norgespris runs to 31 December 2026 and does not renew. To have it in 2027 you must order it again. If you do nothing, your meter goes back to the electricity contract you already have, combined with the ordinary strømstøtte, from 1 January 2027.

Norgespris is a fixed price on the electricity itself: 50 øre per kWh including VAT, or 40 øre without. Nordland, Troms and Finnmark pay no VAT on electricity, so the price is 40 øre there. It covers the first 5,000 kWh a month for a home and the first 1,000 for a holiday home. Above that limit you pay the market price whichever option you are on.^[1]

The scheme is widely used. On 10 September 2026, 1,851,795 of 3,040,631 meters had Norgespris, which is 61 percent. For homes alone the figure is 1,603,472, or 60 percent.^[4] Every one of those agreements stops on the same day, and none of them roll over on their own.^[1]

What do the two options cost?

The tipping point sits where the spot price equals the fixed price. At today's 50 øre, Norgespris pays off as soon as the average spot price is above 50 øre including VAT. Below that, spot with strømstøtte is cheaper. Strømstøtte puts a ceiling of around 97 øre on a high price.

Strømstøtte covers 90 percent of the spot price above 77 øre per kWh excluding VAT. That is 96.25 øre including VAT, and it applies to the first 5,000 kWh a month.^[3] Above the threshold you pay the threshold plus a tenth of the rest, so the bill flattens out. You cannot have Norgespris and strømstøtte on the same meter at the same time.^[6]

Two things make the table approximate. Strømstøtte is calculated hour by hour, so a volatile month pays slightly more support than the average suggests. And grid rent, taxes and your supplier's markup sit on top of both options, at the same amount whichever you pick.^[1] The table compares the electricity alone.

If the 2027 Norgespris lands above 50 øre, move the whole Norgespris column up by the difference. The tipping point moves with it: at 52 øre, Norgespris only pays off once the average spot price passes 52 øre.

In northern Norway the answer is already settled for most people. In price area NO4, 0.37 percent of meters have Norgespris, against 78 percent in NO2 in the south.^[4] Spot prices in the north have stayed far below the threshold, and with no VAT on electricity there is little left to gain.

What the binding period means

Order Norgespris in 2027 and the meter is bound for the rest of the price period, meaning the rest of the calendar year. You can cancel within 14 days of the order being received, but after that you cannot leave before 31 December. If the spot price falls, you still pay the fixed price.

This is the main difference from today. The regulation binds the meter from the moment the order is received until the end of the price period, and the cancellation window is 14 days.^[2] Order in May 2027 and you are bound to the end of that year, not for twelve months ahead.

A fixed price is insurance, not a bet you are meant to win. Ask what an expensive winter would do to your finances, rather than what you think the price will be. With room in the budget you can absorb the swings. Without it, a predictable bill is worth something on its own.

When and where do you order?

You order at minside.elhub.no with an electronic ID, or by contacting your grid company. Ordering for 2027 is not open yet, because the price is not decided. An order placed in the first 14 days of January 2027 still applies from 1 January.

1. Wait until the 2027 price is decided. Ordering opens then, and you can order before the price takes effect.
2. Sign in at minside.elhub.no with an electronic ID. If you cannot order digitally, contact your grid company.
3. Order for each meter you want it on. A home and a cabin are two separate orders.
4. If you miss the new year, you still have the first 14 days of January. The agreement then applies from 1 January anyway.

Those 14 days in January are a rule in the regulation rather than a favour, and they apply from 2027 onwards.^[2] A forgotten order over Christmas therefore does not cost you the year, as long as you act in January. You still need an ordinary contract with an electricity supplier alongside it.^[6]

What you can settle now, and what has to wait

Most of the work can be done before the budget arrives. You can find all of this now:

• How many kWh you used last year, month by month. Elhub shows your meter data.
• What you actually paid for electricity in kroner across the year, grid rent and markup included.
• Whether you went above 5,000 kWh in the coldest months. Above that limit neither scheme helps.
• What an expensive winter would cost you, and whether your budget can take it.

This has to wait for 7 October: the Norgespris for 2027, and the strømstøtte threshold for the same year.^[5] Nettavisen reported on 10 September, citing anonymous sources, that the government will only adjust Norgespris for inflation and will not account for the high electricity prices of 2026. That is reporting ahead of the budget, not a decision, and the Prime Minister has guaranteed no level.^[7]

Find what electricity actually costs you

The choice depends on what you pay for electricity across a whole year, and that is a number few people remember. A headline price per kWh says little once grid rent, markup and a cold week in February are in it. What you need is the total: what left your account for electricity each month last year, and how much it moved.
